Implementation of Local Agenda 21 in the Czech Republic. Case Study of Prague, Prague 10, Prague 14 and Chrudim
Bahenský, Martin ; Jüptner, Petr (advisor) ; Bubeníček, Václav (referee)
The thesis deals with the implementation of the Local Agenda 21 (LA21) method in the Czech Republic and the possible real change of municipal policy as a result of this method. The author chose four case studies for his research (Prague, Prague 10 city district, Prague 14 city district, Chrudim city) selected by the so-called "most different system design" method, ie successful municipalities on the one hand and unsuccessful on the other. In addition to this dichotomy, the author adds a perspective of different types of municipal system: city vs. city district. The methodology of the thesis is based on two pillars - content analysis of strategic documents and the current outputs of the individual municipal offices, and semi-structured interviews conducted by the author, which clearly shows that the LA21 method is a strongly political subject, depending on the current level of political support, which fundamentally influences whether or not real change of the municipal policy towards sustainable development at local level. The paper also directly identifies some of the institutional shortcomings of the LA21 method as it is set up today by the LA21 Working Group of the Government Council for Sustainable Development based on the principles of the United Nations global initiative from 1992. At the same...
Political tabloid press on examples of titles "Na vlastní oči Praha 10" and "Na vlastní oči"
Komrska, Jiří ; Osvaldová, Barbora (advisor) ; Štoll, Martin (referee)
The main goal of this diploma thesis was to find patterns on the pages of Na vlastní oči (With One's Own Eyes) title that define gutter press in its specific form of political tabloid. The analysis was concerned with the time period from 2016 to 2019 during which the said title was published in total of four waves each of which related to the relevant pre-election campaign. The Na vlastní oči title was initially published anonymously and only later Jan Čížek, publisher of the regional town-hall newspaper and a Freedom and Direct Democracy Party (SPD) candidate, claimed to be the publisher. SPD subsequently became the final sponsor of the newspaper. In the first wave of publishing activity, the authors of the title focused on a disparaging campaign against the then-candidate for the Senate of the Parliament of the Czech Republic Parliament and, in a broader context, against the whole opposition within the City Council of the Prague 10 City Ward. In its later publications, the newspaper dealt mostly with topics aimed at spreading fear of an unspecified danger associated with the refugee crisis and concerns about the unknown in the form of the Islamic Religion which was always associated with the threat of terrorism. In the context of its election programme, SPD also communicated groundless criticism...

Ferjenčíková, Kristýna ; Moree, Dana (advisor) ; Pospíšilová, Tereza (referee)
Civil participation is on the rise. In the district of Prague 10, it is also gaining more and more importance - at least in the field of public spaces and their restoration or transformation. In this part of Prague, thanks to civil participation, many different groups of key stakeholders such as civil servants, active citizens, and politicians meet. The main part of the thesis, thus is comprised by qualitative research based on in-depth interviews with these stakeholders. The author tries to find answers to her questions as regards the perception of civil participation by the stakeholdres themselves, as regards the role individual groups are attributed and what is the role of (lack of) trust in the process of participation. As the research shows, in this particular district, there is a wide array of obstacles the process faces. At the same time, it bears a great potential and promises of a much brighter future. In the final part of the thesis, suggestions as to further research are presented and the results are put within the context of the current research and academic writing. Šmerdová, Vladimíra ; Masopustová, Ilona (advisor) ; Jüptner, Petr (referee)
This thesis lies in an analysis of a participative budget realization at the Prague 10 municipal district in a context of deliberative democracy. This is a case study stemming from a qualitative research based on an analysis of key documents and semi- structured interviews. Deliberative and participatory democracy - whose features are the crucial elements in a participatory budgeting process - serve as a theoretical basis of this thesis. In the empirical part the thesis focuses on causes of the participatory budgeting implementation and the laid down methodology approved by the Prague 10 municipal assembly in June 2015. Neither rules for proposal submissions nor the time schedule of the process are omitted. The thesis deals with different phases and the future outlook as well. An integral part of the thesis is the analysis of the actors who played key roles in the process. Apart from the case study the thesis maps the use of the participatory budgeting both abroad and in other Czech towns and cities.
